Chinese Library Subscription Service (CLSS) CLSS: Together, we work!
- CLSS is the only national subscription service of Chinese books in the UK, helping public libraries to build up their Chinese collections. CLSS provides quality service at unbeatable value.
- Libraries or certain organisations can subscribe to CLSS. Subscribers can start with just one subscription of 60 books and exchange them upto three times a year in order to obtain a maximum of 180 titles.
- The cost per subscription is 280 pounds per annum. Multiple subscriptions up to 20 are allowed.
- CLSS has been running for 6 years and covers a wide geographical area in the UK. Some current subscribers include 6 London Boroughs, Oxfordshire, Essex, East Sussex, Buckinghamshire, Lincolnshire, Bedfordshire, Somerset, Tameside, Doncaster,Bournemouth, Stockport, Newcastle etc.

Specification of work from CLSS
Eligibility
Any public body within the meaning of the Local Authorities (Goods and Services) Act 1970 subscribing to the support services and/or loans service offered by CLSS.
Loans service
Allowance: 1 subscription = 60 books
A list of all items borrowed at any one time (except children's materials), listed by barcode, will be sent to the subscriber at the time of issue.
Duration of loans:
Items are issued for a period of one year or until the subscriber returns the items if this is after a period less than a year. Items can be exchanged so as to obtain a maximum of 180 items per subscription in one year.
It is the subscriber's responsibility to organise the stock for these exchanges, and the frequency and number of items exchanged at any one time is left to the subscriber's discretion, but it shall be no more than three times in one year. So for example:
- 1st- 3rd month - 60 items supplied
- 4th- 6th month - 30 items can be changed
- 7th- 9th month - 30 items can be changed
- 10th-12th month - 60 items can be changed
TOTAL = maximum of 180 titles supplied
or
- 1st- 5th month - 60 items supplied
- 6th- 8th month - 60 items can be changed
- 9th-12th month - 60 items can be changed
TOTAL = maximum of 180 titles supplied
Content of subscriptions:
- The content of any subscription can be specified by a subscriber and CLSS will attempt to meet the specified requirements as far as is practicably possible.
- Subscriptions can include adult fiction, adult non-fiction, children's fiction and children's non-fiction.
- A maximum of 3 subscriptions exclusively made up of children's books is allowable per subscriber.
- If a subscriber is not satisfied with the contents of a loan supplied by CLSS, then the whole loan may be returned with an explanation detailing why the loan was unsuitable within 10 working days of receipt at the subscriber's contact address. A replacement loan will then be supplied.
Supply of loans:
Loans can be obtained
- at Charing Cross Library, self-selected from existing CLSS stocks and taken away or left for delivery to be sent to the contact address within 5 working days of selection
- via telephone, fax, e-mail or a CLSS request form
Material will then be chosen by CLSS staff and be ready for delivery within 10 working days of receipt of the request.
Delivery and collection of loans:
All loans can be delivered to the contact address or collected personally.
If loans are delivered, the items will be sent in marked CLSS boxes by a specified delivery company. Loans should be returned, if possible, in the same boxes and will be collected by the same delivery company. CLSS will supply pre-printed return address label to facilitate this. If a collection is requested by a subscriber and the material is not ready or available when called for, a charge of 15 pounds will be made. 5 working days notice is needed to organise collection.
Management of loans by subscriber:
It is left to the discretion of the subscriber how to exploit loans once received. Professional advice will be available to subscribers from CLSS, however. Each item will be supplied with a unique number and a CLSS date label.
Overdues:
Overdue notices will be sent out at the following times -
- 1st overdue - sent 2 weeks after date due back.
- 2nd overdue - sent 4 weeks after date due back.
- 3rd and final overdue - sent 6 weeks after date due back.
This overdue will include an invoice for all the items still outstanding. If, after the third overdue, there is no satisfactory resolution of the situation, CLSS reserves the right to withdraw the service and seek financial remuneration.
Lost/damaged items:
Lost and damaged items will need to be replaced by CLSS and therefore the following charges will apply:
- Items in stock up to 2 years - 90% of purchase price
- Items in stock 2 - 5 years - 75% of purchase price
- Items in stock over 5 years - 50% of purchase price
- There will be a minimum charge of 4 pounds per item.
- All damaged items should be returned to CLSS.
- If an item is paid for and is subsequently found, the amount paid will be refunded minus 25% administration costs.
- A charge will not be made for normal wear & tear.
Support Services
- Loans of exhibition and display materials, the duration of which and charge for to be agreed.
- Free copies of a bi-lingual newsletter.
- Access to professional advice from CLSS staff covering areas such as audio-visual, sources of supply, classification etc.
- Chinese translation and desktop publishing service. Subscribers can use this service to publicise their Chinese collections. For a simple A4 poster, it is free of charge. Complex work will be charged as agreed.
Training Services
Training will also be available. All members of CLSS will be entitled to attend at least 1 training session per year organised by CLSS. Special training requested by members can also be arranged. Members will be given priority booking for these courses, which must be booked in advance by the dates stated in the advance publicity. Failure to do this could result in the individual being unable to participate.
Members must notify CLSS if an individual has booked a place and is unable to attend. CLSS may charge members who do not attend courses after they have booked a place and fail to supply a valid reason.
If CLSS cancels a course, those enrolled will be made aware of the new date, and if they are then unable to attend, a full refund will be available.
Subscribers are responsible for their own travel and subsistence costs when attending training or seminars.
